PhpMyadmin can be configured to work not with local mysql but with remote if it has direct access.
It is also possible, and even much better, to use not phpmyadmin, but gui mysql clients, for example, heidisql.
In particular, it can also work through ssh tunnels, so the mysql server can be not only on the local network, but also on some remote server...
