I have a similar service from Google. Judging by my tests, the account is deleted for a month. Those. if the mail was deleted within a month, it can be restored. Everything after is erased completely without the possibility, according to those. support.
Your situation is not the most pleasant. You can contact technical support in two ways: 1) Through your personal account, where a code is generated that will be asked for in the TP. 2) Through the supplier from whom you ordered the service, such as softline and other companies.
I'm not sure that Google works directly with people, mine only through partners. If you somehow bought the service yourself, then you should accordingly have closing documents (acts, invoices, etc.) when paying or renting. Therefore, look for documents confirming that you ordered / bought this service. Only most likely by the time you prove that you are the owner, everything will disappear.
Catch the former administrator, prove that he messed up the mail (request logs from Google, etc.) and go to court. I don’t know what is there from a legal point of view, there will be a fine or a criminal record if it comes across.
