Do you need an AdWords manager account to register your business?

Hello, when you add your company, it comes out:

AdWords manager account
required You need permission to edit your company's AdWords manager account.
Choose one of these methods.
Sign in with a different account (one that has permission to change data).
Get permission to change data in your AdWords manager account.
Create an AdWords manager account.

But the account through which I sit with administrator rights is the only one and I only do everything through it. What to do?
