How can I change filename encoding in windows server 2016?
Here is such a problem with the encoding, on the site that determines the encoding it is written that the original is windows-1251, but it is displayed as windows-1252. How can I fix it?

It's not entirely clear what you mean.
Perhaps you saved it in 1251, but your server simply does not have this locale, the solution is to set the encoding for non-Unicode to 1251.
The second solution is to look at the content-disposition header and recode it to utf8 when downloading
