How can I avoid packet loss on 188.254.44.34, Sibirtelecom?

Recently, the Internet has begun to slow down (at work and at many people at home), pings to intranet resources are good.
I check routes, for example, to mail.ru, on 188.254.44.34 - packet loss up to 90%.

The Internet is from Sibirtelecom, I know that they don’t praise it very much, we can’t change the provider (we have a monopoly in Pospelikha). I googled - people all over Russia have been complaining about this ip since May - but I did not find any good advice, except to "change the provider". Our communication center shrugged it off, not wanting to figure it out, ip is registered in Moscow. In my case, we have pendals from the authorities with the requirement to "fix the Internet."
Tell me what can be done?

The problem was found at the dns provider level.
Added Google 8.8.8.8 - the Internet returned to normal.

What for? In fact, host 188.254.44.34 drops 90% of packets directed to it. If this address is hung on the interface of the device (router), then most likely this is the result of the Control plane policing action - traffic addressed to the device may be processed by the central processor (and not by optimized microcircuits), therefore, with a large amount of traffic, DoS (denial of service) in one form or another, so such traffic is limited. If problems were observed on the link between 188.254.44.34 and mail.ru, then the mail.ru host corresponded to the same or greater percentage of dropped packets. This is not observed.

So what? In general , the "loss" you're seeing has nothing to do with poor Internet access performance. I do not see any information that allows you to point to a device with the address 188.254.44.34 as the source of your problems.
Tell me what can be done?
I would recommend to figure out what it means (in reality, given to us in sensations, segments, packages and frames) "the Internet began to slow down." Is the page loading slowly? What does this mean (the waterfall diagram will help here, it is present in many modern browsers, as far as I know)? Domain name slow to resolve? Sub-optimal TCP operation (wireshark and understanding of TCP operation will help here)? Or a problem in the computer (trojans and other)?

I don’t know who “yours” are, but I often get the answer (or actions) I need by providing technical support with all the information I have, with a description of how it confirms my hypothesis, and what needs to be changed to make it better. Although in this case, you have to be persistent.
Generally speaking (I'm not talking about you, a general observation), it's very sad that practically none of the "advanced users" can clearly interpret the output of the program, which he himself recommends left-to-right.

Well, what do you want to do with the upstream provider? For example, if he stops selling the Internet at all, what will you do?
And for the authorities, as an option, connect another provider (at least 3G) and set up routing to your address through another.
