How can I assign roles to a specific user without a project in Redmine?

Hello. I can not find how to set the role to a user without a project. That is, a person has registered, I need to give him the opportunity to create projects, well, and some other rights, how can I do this? So far, I have found a way to only create a project as an admin and when I add users to it, I set this user a role, but it seems to me such insanity to create a dummy project in order to assign a role to someone. We have several managers who have to create projects, etc. But they should not be admins, so here's how we should be (. Once again, the sequence of actions. A new user registers -> the admin gives him the ability to create projects and other rights (this is the snag) -> the manager creates projects :)

@fairoj

Redmine is strange = ) You need to give a role with the "Create project" right in any project and then the user will be able to create them.
