How can a US company open an LLC to hire developers in Russia?

There is a certain company from the USA where almost all developers live and work in Russia.
In order to be able to drag developers to the states (by L1 if I'm not mistaken), the company needs to have a registered representative office in the territory of the Russian Federation. At the same time, it is also necessary to hire and pay salaries to those who live in the Russian Federation as usual.
