How can a telecommunications service provider inform its users?

Hi friends.
A colleague asked me a question to which I have no answer. Actually, here it is:
Can the provider that provides Internet access somehow send a notification/message to users if they did NOT install extensions, did not subscribe to notifications, etc.?
I am, of course, talking about the online message.
He tells me about some kind of miracle technology. So weird that I couldn't find the end of it anywhere.
Thanks in advance!

My ISP is spamming with an HTTP redirect. I go, for example, to Yandex, and the provider’s advertisement opens

Substitution of HTTP traffic (not encrypted). I heard that mobile operators are so fond of inserting ads (adding it to the sites viewed by the user)

Some providers randomly show their advertising pages on HTTP requests, which is terribly annoying. Knife in the liver to the one who does this.
