How can a specific user attach a file so that he can upload / upload it to the site?

Hello.
Please advise how this scheme can be implemented.
There is some user who is loading a table file. He can unload it and load a new (modified) one. But other users can only download it, and cannot upload the modified one.
Example. Teacher's site, the teacher can upload a table file with grades, and other users (students) can only download the file and see the grades, and cannot upload the modified one.
