How can a non-administrator copy a project in Redmine?

To speed up the creation of the project, I want to make a template project with the created tasks and copy the template every time I create a new project.
By default, only the administrator can make a copy of the project in redmine.
Question: is there any plugin or other way so that non-administrators can make a copy of the project? Or maybe someone will offer other options for accelerating the creation of the same type of projects.

Make a separate group with this right, in redmine, the rights are flexibly configured.
