How can a freelancer withdraw payment in British pounds (in Russia)?

Good afternoon.
The remote customer offers payment (for one-time work less than 1000 USD) in British pounds by bank transfer. Not Upwork, the order was not found on the exchange. Refuses to pay in dollars.
The problem arises - how to get this money in Russia - in any acceptable form - in dollars, in rubles (cash or non-cash)? Is it possible to avoid the attention of the tax?
I don't have an IP. I plan to get a Payoneer card - but in dollars. Theoretically, I could order another Payoneer card - pound (and ask the customer to transfer pounds by bank transfer to Payoneer) - but what will I do with it - probably she needs a pound ATM too? We have ATMs here in the best case in dollars / euros. Inside Payoneer, conversion from pounds to dollars is not possible - there are 3 independent sub-accounts within one account - USD, GBP, EUR. Maybe there is some option to transfer from a Payoneer-pounds sub-account to a Payoneer-dollars sub-account - through some online exchanger? It would be perfect. After all, you can also pay, it seems, in online stores with a Payoneer card.

You won't find a better option.

it will work out, but the exchange rate will be more fun than if you withdraw in rubles and buy dollars
in general, a pound is such an entertainment , with it it’s almost more profitable for Paypal to go

Problem solved.
Indeed, that is how it turned out. Recently, Payoneer has introduced the exchange of pounds, euros, dollars for each other right in the user's account. So I changed the incoming pounds into dollars without any problems - and the commission at the same time turned out to be quite modest. Now it remains just to withdraw dollars (former pounds) from Payoneer - as usual.
