0) I myself am from Saratov. You can get education. SSU is traditionally strong in programming, but SSTU is also good at preparing programmers. SSTU has an APTech faculty. I can't speak for other universities.
There are several colleges that train both programmers and information security specialists (though with a slight emphasis on programming).
But at any level of teaching in any university, the most important thing was, is, and will always remain one thing - the desire to learn and the ability to learn on your own.
1) Our work is diverse, but not very highly paid. There are several decent web studios out there. There are companies working "for the uncle" (foreign clients) - they have the highest salary. There are companies involved in the development of hardware (telecom, etc.).
