How are such projects collected?

Hai. I often see on sites that the names of JS / CSS files contain the following:
/js/main.fdsag234234.js
/css/style.fafgasg234214234.css

Here's an example:
5fb153b6a0b7f177269371.png

It can be seen that some sort of collector is being used, well, aren't they manually renaming them?
What are the assemblers for assembling such projects here?

Try Parcel , IMHO, good for small projects. Minimum settings, nothing needs to be connected additionally. These identifiers for css and js are assigned by default during production assembly, as far as I remember.
