As far as I know, whether to show such a block for the site is up to the search engine itself.
There is no way for a webmaster to force inclusion of snippets for his site.

Such a snippet is query-dependent, if the query contains a vital query, brand or site name and the query leads to the main page, then such a list of quick links is revealed. Yandex, as far as I understand, has more requirements for attendance of the site pages that it points to as quick links in the snippet than Google
