How are maps made for development companies?

Well, it's just svg.
I drew in inkscape. Well, as I drew ... the designer drew the background, I simply overtook it into a vector, deleted it unnecessary. Everything.
Then it was redrawn several times. And partially the designer completed the svg - he drew in some kind of adobe program, but I liked its source less - the elements do not have id - you need to add it manually and I don’t remember something else. In general, I then just resaved it with inkscap.
What can be a template I do not represent.
