How are maps made for development companies?

Guys who have experience tell me how maps are made for developer sites and other companies like xn---72-5cdjun7aiel0sf.xn--p1ai/projects/zelyenye-... not only the map layout process is interesting, everything is more or less clear there, but what is it all drawn in, maybe there are templates where there are ready-made ones, and so on ... thanks in advance ...

Well, it's just svg.
I drew in inkscape. Well, as I drew ... the designer drew the background, I simply overtook it into a vector, deleted it unnecessary. Everything.
Then it was redrawn several times. And partially the designer completed the svg - he drew in some kind of adobe program, but I liked its source less - the elements do not have id - you need to add it manually and I don’t remember something else. In general, I then just resaved it with inkscap.
What can be a template I do not represent.
