The pictures themselves are in upload/path_x/path_y/name_pic.jpg
and what is in resize_cache/bla-bla-bla is generated automatically by a script that resizes the main pictures. So for new pictures you will find a way until Bitrix does it himself :)
Why is such a flexible system like Bitrix not without flaws?
