How are links clicked within the site (HTML, JS, php)?

Couldn't find good (detailed) information on transitions within the site. Is it possible to do this only in HTML, or is it necessary to include JavaScript or CMS? Where can one read about it, if it is not so simple that it can be explained on the fingers?
