Choosing a CMS for a site with complex layout

What is the best CMS to use for a site with complex layout, where there is no complex functionality?
Complex layout means that the pages have different non-standard blocks that change frequently. Different pages have different blocks. There are some identical blocks on some pages, but they are not on others. There are tables of varying degrees of complexity and much more that cannot be edited in a text editor such as CKEditor and so on. In the most complex version, almost like here: www.apple.com/iphone/accessories/
The functionality is the maximum, these are different menus and news. Well, forms for any kind of communication also do not interfere.
Plus, it would be just great if a regular manager could change some information without accidentally breaking the layout (and without getting into ftp).

It depends on what you understand by the change of information? I used to work with joomla there (I think, like in all others), you can specify where certain news, modules, and so on in the layout will go. Therefore, if it means that the manager only changes the content, then yes, he may not break anything. The main thing is to teach them how to insert pictures correctly =)

Approximately such functionality was observed on a site made on CMSMadeSimple, although the existing plugins cannot be said to be very convenient, especially those related to uploading photos.

Already said above - you can use any (WP, drupal, joomla, etc.).
In order not to break it, replace vizivig-editors with the simplest ones (fields or with bb-code).
