How and where to sell a mobile app published on GooglePlay?

There is a working application on Google Play on the topic of transport for one city.
Currently 3806 active installs, average rating 4.48 from 337 ratings. Growth of about 250 active installations per month.

As far as I know, you can transfer a certificate, sign any other application (with a change in the package id). Is this in demand?

3000 is so small that it makes no sense to talk about any sales. Get at least a million.
It's not entirely clear what you want to sell..idea, sources or what? What benefit to the buyer should be from the purchase?
