How and where can I publish good development articles?

Are there any good resources where you can publish articles for an IT-conscious audience and then, calmly and normally discuss it with the participants?

Is it possible that there are some channels of educated people in chat messengers?
Where there is just a discussion without PR.

I would like people there - to be people, the rating - was absent as a species (in order to increase the constructiveness of communication), everyone would look for a solution (and not defend their case in the zerg-attack mode).

I know a couple of resources (of course, I will not publish here), but I would like to hear more.

https://dev.to/ - but in English. Articles are written there almost every 10 minutes (the truth is a lot of hello world'a). But there are also interesting articles. They comment there too often, but again - in English.
