How and how to open a js file with browser settings?

The portal offers to configure using a js file.
According to the instructions, the order should be:
"Your computer is not ready to work with the Foundation portal!" -> Click "Settings"
"Loading file... name: js.ps" -> click "Open"
"Unable to verify the publisher" -> click "Run"
"Setup completed successfully" -> click "OK"
By the facts it turns out like this:
"Your computer is not ready to use the Foundation portal!" -> Click "Settings"
"Loading file... name: js.ps" -> click "Open"
"Unable to verify the publisher" -> click "Run"
And that's it, nothing else happens.
After restarting the browser, everything is the same. Am I opening the file in the wrong place? The file opens in a new IE tab. The portal only works in IE.
