How accurate is the form analysis in Yandex Metrica?

In the analysis of Yandex forms, statistics count metrics not from the number of unique users, but from the number of page visits.
For example: 2000 page visits per day - 300 opened the form - 100 filled out.
In my opinion, 300 and 100 are closer to the designation as "unique users". It is unlikely that the same people will fill out the form several times.
Although the achievement of the goal was recorded for the same period of time - 50. It turns out that after all the same people sent contacts several times.
