Hourly/fixed pay and skill increase on project tasks?

I have been working for more than a year in a certain company as a coder on an hourly basis.
Initially, there were many tasks, several large projects of our own. Gradually, from the layout of the new came to the support of existing products. There are fewer layout tasks, development too, there is no output at 40 hours / week.
There is a desire to grow in a full-fledged front, and there are just tasks for this, mainly the introduction of a new functional.
And I also want to work at a rate, not on an hourly basis.
Question:
Is it okay to ask dirik to transfer me to the bet? (for example, now I get 100% at full load / output, and at the rate I get 70-80% from these 100%), but at the same time agree that if there is no layout work, then I will take some task along the front and do it, at the same time learning in practice.
Done - well done, reviewed by "bearded" back-programmers who rummage around JS, edits are not edited and in production. Didn't - go learn, kid.
No matter how layout tasks are not standing and front-line tasks are being done little by little and the skill of an employee (me) is additionally pumped, at the same time an employee develops within the company (sharpening to the requirements of the company because the industry is specific - not just a web studio). As a result, it will not be so that the back programmer is forced to work on JS on the front, I will do the front.
Such things confuse me here: how Dirik will perceive this, will he say if you want to idle and get money for nothing, or learn from our projects and dump somewhere else.
How to present correctly what I want to learn, fixed salary and the fact that I won’t be able to do front tasks as quickly as programmers at first.

I had a page payment per page 2000, I did 3 pages a day, then the number of tasks began to decrease and I agreed with Dirik that I have 1500 per day + what kind of pages he took it quite normally
