HOTSPOT and the law "On the protection of children from information harmful to their health and development" - how to create a filter?

Good afternoon!
I am the owner of a hotspot in which at least 100 people are spinning daily, but as it turned out, children can use the Internet and search for information of various kinds of content that is contrary to their children's rights in accordance with the law "On the protection of children from information that is harmful to their health and development."
I assumed that Roskomnadzor was creating a register of banned sites and the provider should block unwanted content with its provider forces.
I tried:
- Yandex.DNS Family - there is almost no pron, but everything else is present and can potentially harm;
- Rejector.ru - good, allows you to catch dns names and form your own database, but still skips some of the "forbidden" ones.
The only true way remains, this is to form a white list, because. it is not possible to view and block in any way inappropriate content.
How can we protect children from inappropriate and varied content?

If you have nothing registered, then you do not provide a communication service, then you do not fit this law. If you have it free, then you have no contractual relationship with your users, it means that this is just equipment for personal use and, again, you do not provide any services.
If registered, then you are a mini-provider and you have access to the list of zapret.gov.ru resources from which you can blacklist.
If the feeling of social responsibility weighs heavily on you, then you can set up access only by login-password (give to adults), enable blacklists by taking information, for example, from, enable whitelists.
