Hosting with scalability. Which?
Tell me hosting (vps / vds), on which there is no problem scaling the project.
Also built-in (preferably) the ability to connect ispmanager + anti-ddos.
So far I see only cloud-vps from ovh, but I haven’t found any feedback on its work, and I would like alternatives :)

Имхо в первую очередь масштабирование должно поддерживать приложение так что любой подойдет вам подойдет ибо все умеют увеличивать размер впски
А так если что то серьезное напишите то амазон
OVH VPS в локации Gravelines работает нормально.

I recommend that you familiarize yourself with the FirstVDS project:
There are two scalable tariffs:
1) Own configuration (Forsage): firstvds.ru/products/vds_vps_forcing
2) Failover server (Atlant): firstvds.ru/products/vds_vps_cloud
Both tariffs are scalable, with a choice of ISPmanager, optionally, a secure channel from DDoS is connected (during an attack at the network / transport level).
There is a separate protection against DDoS attacks at the data (domain) level.
Own data center in Russia. Uptime 99.6%. Support 24/7
On VPS / VDS you put any software yourself
. Therefore, the requirement with Python is meaningless. Whatever you want, you put it on.
Maybe you meant vip-shared, not VPS?
A real cloud does not always make sense:
1. More expensive than VPS
2. It is desirable that the software be adopted for the cloud, otherwise you will overpay even more.
3. Regular VPS scales within the tariff limits.
That is, you take the cheapest VPS tariff
and gradually change it - you bring it to the most expensive one.
Well, straight to the most expensive - it makes no sense. It's better to stop in the middle, and then switch to dedicated
For the most expensive VPS - can cost more than dedicated.
You only save on the admin (which is already a configured OS in the VPS), and you need to tinker with the dedik.
Well, for example, ruweb.net
Everything is there. Works stably. Andi-DDoS is. Prices are reasonable - OVH is even more expensive.
Physically located in the Moscow region.
For Russian customers, the speed will be noticeably faster than with OVH
Normal scaling is primarily a feature of the ARCHITECTURE of your system.
Not hosting.
There are 2 types of scaling:
Horizontal and vertical.
Vertical - given by hosting within small limits. As vertical scaling increases, the price goes up wildly.
Horizontal - implemented primarily within your system. The host has nothing to do with it. The hoster can give some help (for example, you buy 3 servers from the hoster and there is unlimited communication between them over an inaccessible channel from the outside - this is what the doctor ordered for horizontal scaling).

And if you need more refined and beautiful - you can use svg.
