Hosting to update information program?

In general, I have a program written in Delphi. When launched, it makes a request to the server (checking for updates and data).
Was on HOSTING "ENERGY" (budget tariff). Banned for frequent "DDOS".
Now I put a file with information on ucoz and when new versions are released, or some parameters are changed, I just change the text in the file. They don’t ban me for DDoS, but if the site is left unattended for a long time, they ban me. + It is not convenient to change through the file.
Is there something not expensive, and not to be banned for "ddos"? (ideally free and with php).
Ps Requests are not so many, 15-20 per minute. Banyat probably due to the fact that the appeal always goes only to the 1st file. I don’t want to put on my main hosting, and I don’t want to spend money on a normal hosting either, because the program does not bring profit.

What's wrong with file hosting like Dropbox? Free.
Why don't you like commercial file hosting like https://selectel.ru/services/cloud-storage/ where a month will cost you a few kopecks ?
