Hosting over VPN, how to implement?

I googled with different methods, but I didn’t find anything other than an article about VPN.
There is a powerful server, but the problem is that it 1) without static IPv4 2) respectively, the ports do not open
I thought that if you rent a weak server for 1-2 bucks a month, host on a powerful server, and pass traffic through ipv4 and open ports?
Is this feasible? In fact, I either need to somehow implement this using iptables, or somehow configure it specially with the help of OpenVPN, tell me who fumbles.

Please do not discuss the idea, what, how and why. This is the situation and I need a solution to this situation.

We take vps for $3-5 per month, install any OS with router functions there (Router OS, pfSense, OPNsense, and at least bare Linux - if you can set it up). We raise a VPN server on it and connect to it from our server. On the router, we configure dst-nat on the server. profit...
