Is it possible to host a game server on a TOWER SERVER ? If so, which OC to install and
how to open ports and make it public?

1. Yes, you can.
2. The one that works stably with your software and that you know how to administer.
3. Depends on your ISP.
Usually it comes down to buying a static white IP and port forwarding on your home router (the instructions are enough).
But for reliability, it's better to use colocation services, rather than placing a server in an apartment.

Below is an answer I once wrote about having a server at home. Hardly anything has changed since then.

Due to the fact that I moved closer to work - the server is now at work :) This is the best possible solution, although it is far from being available to everyone :)
