Higher education for a foreign programmer - where to send your daughter to study?

I am from Bulgaria and my daughter is in her last year at a math school to become a system programmer. She's really good at it and loves programming. Knows and writes in C/C++, C#, Java, not counting HTML and all sorts of web technologies. Also interested in Arduino/embeded.
We decided to send her further studies in Russia. So the question is: Where exactly? So far, we have decided to try ITMO first of all, but in the admission documents, she must indicate at least 3, and preferably 5 universities. I would like the specialty to be not too theoretical. Approximately applied mathematics or something like that is not very suitable.
Of course, we searched and read a lot of university websites, but the problem is that the education system in Russia is not like that in Bulgaria and it is generally not clear what to look at and how to navigate.
What do you advise?

Try to look at the areas of training:
ITMO (if you are interested in sports programming), FKN HSE, FUPM MIPT, VMK MSU, PI Baumanki.
In these universities, higher education in the field of Computer Science is very strong, with an emphasis on fundamental knowledge. I study with the guys from these universities at the ShAD - it's funny to read about a bad education :)
