High chipset temperature?

They brought a computer with complaints about shutting down during games and the inoperability of the network card. Also asked to reinstall the OS.
When reinstalling the OS, I noticed that some of the components overheated - and the computer freezes on POST. After installing Windows, I checked the temperature in AIDA64 -
MPC at idle OS 82 degrees, the heatsink on the chipset is boiling.
Actually, will the replacement of thermal paste + a small cooler help? Or the problem of overheating lies in the fact that the chipset is already coming to an end?

An autopsy, and a simple replacement of the paste may show the way forward! This choice has always helped me!

The chipset or power circuit is dying. With such overheating, neither the radiator nor the cooler will save you (and if they do, it will not be for a very long time).

solder the setevukhin chip, it is possible that the chips are heated because of its short stack
