Hetzner - what is the reason for the low download speed from the server = 1mb? costs full duplex 1000

I rented a server - EX40 (20 TB - I have a month of traffic.)
I downloaded it all - the download speed was 10mbs. somewhere.
Now I need to download from it - and the speed does not rise above 1mb.
Tried home (Internet 100mb.s) Tried to another server (100mb.s.)
via ssh via pscp, scp speed - 1mb
via ftp - speed 1mb.
I already put httpd / apache to check - I download via wget, it starts downloading, it jumps to 5, then again 1m.s ..
What should I do? How to be? They declared 1000mb.s within 20tb.

Most likely your provider cuts import traffic.
It is possible that some restrictions apply to the server, check with support.
I can't repeat your problem on VPS.
