Heroku or Digital Ocean?

Hello. I previously worked with DO, now reading the dock on mean.io I saw how to place the application there. I would like to try to implement something on this framework. That's not the point. I've heard a lot about heroku but never worked with it. Heroku has some kind of free package, and it's interesting for me as an experiment. Is everything the same as on DO? we connect via ssh, we set what we need, we configure NGINX, we connect with an IDE, if necessary, and then we correct it? Or are they different things? I have never worked with "clouds" (This is for the future if it is a cloud).

As far as I know, no. Heroku doesn't allow you to do things like DO. The source code is poured through the console program, and in general, in my opinion, everything is done in the console. You will not get direct access to the cloud.
