Heartrate monitor for Windows via bluetooth?

There is a chest heart rate monitor from kyto. Connects to your smartphone via bluetooth and transmits real-time heart rate readings. For Android, I use Acentas HR monitor, but there are a lot of programs and it doesn't matter.
It is important that I want to connect this heart rate monitor to a PC via a bluetooth dongle, but I don't know how. There are special heart rate monitors with an ant + usb plug and the corresponding firewood and software, but this does not suit me. It is necessary to pair the heart rate monitor with a PC.
Moreover, I can’t even write the software I need myself (there are programs for adruino on the github, you can peep the protocol there, for example), because the heart rate monitor is not located through the "Add bluetooth device".
Transferring data from a phone to a PC is not suitable, it is necessary directly to take readings for hours or whole days.
Has anyone encountered a similar problem or met suitable programs?

Worked via WinRT using BTv4 dongle. It didn't work without WinRT, but I don't care about Win7.

If the heart rate monitor is seen by the phone, then the computer should also.
Check if the dongle supports the desired version of bluetooth.
