Headers and footers in C# form?

Good day, uv. Forum users. I would like to ask a question, how can I create headers and footers in C#? It is in the form itself, yes-yes-yes, something from the level of delirium.
And the second question is how to work with Excel without libraries, or work, but in such a way that you don’t have to download anything. Thanks in advance.
Oh, and yes - the header is separated by a line, and has a different location (center, left side, right side (but all this from below)).

In general, the elements there have the Padding and Margin properties, this is just what comes in handy.
A processor without libraries generally only knows how to add and subtract, and even little things. If you don’t want to take someone else’s, write your own, since you don’t count money.
