Header Clustering

Hello!
There are 100500 ad titles, you need to split these ads into non-overlapping groups. That is, we are faced with the task of clustering. For simplicity, we consider that we have only meaningful words in the title, no verbs, no spelling errors. The length of the title is from one to six words.
Is there any software available for this? Are there ready-made implementations of algorithms on dotNet? Are there detailed descriptions of algorithms specifically for such clustering?
Tell me what magic words to drive into Google.

It depends on what you want from clustering, for example, you can create ad groups yourself, add keyword groups and scatter keywords into ad groups.
You can go from the opposite, compare headings for similarity and sort them into groups from this parameter.
It seems that everyone studies computer science at school and at the university.
