On the Internet they write that to file a zero for all periods, then a fine of 2 thousand,

There is a golden rule of our laws on fines, if a fine\tax\debt comes, then first pay and only then butt. From personal experience I say that it is better to act this way, you will not gain anything in time in any case, but in terms of money you will lose and possibly a lot if you do not pay right away.
Всё верно, если не подаете декларацию вовремя, ПФР начисляет максимальные отчисления +штраф налоговой(в прошлом году был 1000р, не знаю как сейчас)
Подайте нулевую налоговую декларация за тот год, затем обратитесь в налоговую с просьбой пересчитать взносы.
У моего знакомого так получилось, пошли на встречу. Заплатил 1000р+в ПФР около 25 тыс фиксы и вроде еще какой-то шраф небольшой.
