Have you met such commenting systems for WordPress?

Hello. A lot of things in the repository for commenting. I've looked at a couple of hundred plugins so far, but I can't find similar ones. Who came across something like this, like a commenting system or what can it be assembled from? The same is true for WordPress forums.
1. By default, unregistered visitors can only see the ratings of the publication (likes/dislikes, views, number of comments);
2. Registered comments have visibility depending on 2 criteria:
a. Relationships with other users (conditionally, friends see each other's comments if they themselves have not disabled someone's access personally or have not restricted access to a specific comment/thread) and/or automatic change in comment status when the limit of complaints/reactions is reached;
b. The user's internal rating based on the completeness of his profile with the necessary data, the number of confirmations of this data by other users and the weight of their own rating, the moderator's rating (all this is possible through the advanced role manager).
Accordingly, with an empty profile and no relationships, the user, just like an unregistered user, sees only his comments and answers to them, but not all the rest.
Payments are also considered.
