Push notifications will not annoy the user if they are appropriate. Carefully analyze for what purposes you want to launch them.
Make sure that the status of the push is up to date, do not send a notification about the same event.
On the other hand, the practice of sending push notifications to the user is still very popular and in most cases has a positive effect on conversion if done correctly.

I implemented it myself on .Net and using PushSharp and on the Azure Notificaion Hub.
In notifications I send important information for offline business, the conversion tends to 99.999%.
Notifications on the case are only encouraging. For example, within a radius of 100 km from a dozen flight sites. Notification that the site is now flying weather only pleases, I run to collect equipment.
In social networks, all notifications are disabled.
Promotional apps, online stores and toys are not installed on the phone.
