Has anyone experienced blocking from the beeline? How did you decide?

For almost a week, there have been complaints from visitors that the site is being blocked by their ISP.
The site is not included in any lists of Roskomnadzor.
First, the beeline sent to Roskomnadzor, they returned to the beeline ...

Yesterday I received a response from one of the beeline operators:

Access blocked by the decision of the Armavir city court in case No. 2-2759 \ 13 dated 09/09/2013


Officially requesting a copy of the court decision, you understand, will take a very long time.
At the moment, the site is blocked not only for Russia, but also by providers in Ukraine, Kyrgyzstan, Moldova ...
Everywhere there is a beeline blocking page.

1. Could the Armavir City Court issue a decision to block access to the site outside of Russia?

Courts of general jurisdiction are required to publish decisions that have entered into force on the Internet. If I am not mistaken, here is your case on the website of the Armavir Court (the defendant, as you can see from the summary, is IP A.R., IT LLC, CITY-TELECOM LLC, and the prosecutor is the plaintiff). Only the solution page doesn't open, "Dynamic SQL Error". :( Try to write to the administrator of their site, he can fix it quickly. :)

2. - 3. Change the domain or appeal the decision. In general, it is strange, if the case was in relation to your domain, then you are the defendant. This means that they should have been notified and participated.
