Has anyone come across the UIKit support module in Internet Explorer 10?

I decided to update my knowledge of UIKit and switch to version 3. Everything is fine only on Internet Explorer 10 (Windows 7), almost everything stops working and support starts with Internet Explorer 11+. Once upon a time, in the good old days, html5shiv and respond were separately connected to support HTML5.
There is now some similar workaround to the compatibility problem (not quite the right word, probably).
I want UIKit 3 to work.
