Has anyone been looking for a game designer on the side?

I hope I think that I'm not the only one when I want to create a game, but the programmer himself, and you won't find even a little worthwhile ideas with fire. Either a clone, then it was already, then it’s difficult, then it’s stupid, then something else. Has anyone managed to find a smart game designer on the side? For money, by the hour, by some mixed scheme? Or somehow managed to overcome this problem in another way?

Keep in mind that the number of people who have super-ideas for a new game mechanic in which you can rob cows is about 256 times higher than the number of people who have the desire to implement them. So you'll be snapped up.

In 97 cases out of 100, nothing will work out by working on enthusiasm for %.
However, in 3% something worked. The probability of success increases if one of the developers has the skills of a manager who will build a network schedule and control the deadlines; and will also deduct from the project without any hope for the share of those who will fuck up.
Examples when two people decided to write a game, wrote it, released it, it didn’t work - I have a lot of such examples. From time to time I interview such “start-ups”, quite adequate people, who just stuffed bumps in this way.

The company where I work does not attract freelance game designers) However, for some purposes, project-based cooperation with freelance graphic designers is possible if the marketing department needs to make a short-term order, for example.
Game design is an iterative process, you won't be able to write a design document, hand it in, and that's it. For some time after the development, you need to make changes to the balance, settings, working in contact with the programmer.
