Hardware shutdown of USB ports?

I am writing a practical work on the topic "Hardware methods of information protection", the teacher describes in theory how to disable USB ports through the Windows registry. I wondered: does the Windows registry disable ports in hardware or software?
Do I think that the hardware is either to solder the socket itself, or to use third-party equipment?

As Wikipedia says ,
Registry - manages the hardware as well as the software . Therefore, we can assume that disabling the physical COM port through the registry is hardware control of the COM port.
