The E5-2650 is a stone as old as mammoth shit with 8 cores (16 threads) at 2-2.8GHz and Sandy Bridge architecture. For comparison: in those days, the top desktop processor was the Core i7 2700, with 4 cores (8 threads) at a frequency of 3.5-3.9 GHz.
The specifics of games is that they rarely manage to utilize more than 8 threads well. And even if they can load this Zion in 16 threads, it will lower the frequency to 2 GHz, and its performance per cycle is not so good (after all, the microarchitecture is quite old). Therefore, I think that this percent is not suitable for games. Its purpose is to keep many "light" threads. Virtual machines, dockers, etc. typical server load.
