Hard drive dying?

Recently my hard drive has become always 100% loaded and has very slow write and read speeds. 5a87f2984cd29361422645.png
The speed of writing and reading occasionally jumps up to 30mb / s for a few seconds, and the delay sometimes reaches 2000ms.
CD purchased in 2015.

Loading doesn't say anything yet. Look at SMART, analyze the attributes. If SMART shows that everything is not good - well, then it is so ...

Hard drives have low iops, so if you write / read to many places at once, then the read and write speed will be extremely low.
Here you need to look at what programs and what data they write.
And so - test linear reading / writing, look smart, do defragmentation
