Is it even possible to create a topic with karma less than 5? Even when I try to put it in the sandbox, habra swears that my karma is small.

I also don’t understand the moment why I can’t send a post to a draft if my karma is less than 5 (so that if my karma is raised, the post can simply be sent from drafts to the hub).

With a karma less than five points, only owners of negative karma who use the “recovery mode” have the opportunity to send a blog post to Habrahabr.
