Go to the nearest institute. Further along the chain, they all know each other.
It makes no sense for such people to gather in social networks or habré for a professional purpose.
When you are a "doctor", there is still no one to discuss your scientific topic at the right level, except for 2-3 people whom you most likely already know and can communicate personally.
What directions are you interested in? On Habré there are many articles of the IT direction of the level of dissertations. The sponsors are pulling on candidates with ease.
You can also look at paper magazines recommended by the Higher Attestation Commission. Because doctors are obliged to publish, then the same names will flash quite often.
