Grub rescue question, how to remove?

I decided to format the partition on the hard disk where linux was, booted to windows 7, demolished the partition through Disk Management, then created a bootable USB flash drive to install clean Windows, but that's bad luck!
After rebooting, hoping for installation, the command line came up with
error: unknown filesystem
grub rescue>

found a solution on the Internet .. but it didn’t help ..
after the ls command
, I have partitions
hd0, msdos5, msdos1, hd1
and if I work with them, i.e. to load the
insmod normal
mod, then nothing comes out, because an error pops up, they say unknow filesystem.
Okay, God bless him, with recovery, I tried to install Windows through the disk, set the parameters in the BIOS, but as soon as the installation disk is loaded, the command line pops up again with a message.

Well, of course, if you press any key, the message pops up again.
And so, is there a way to completely format a hard disk in some other way than bootable flash drives, disks?
Or is there an alternative way?

it’s not very clear why you need it,
just boot from the installation flash drive and install Windows and format the disks when installing.
