Graphics cutting. A question for designers or people who have experience in this area?

Hello everyone! If possible, please give a detailed answer to my question. If you do not have a clear answer, do not write a simple unsubscribe "google" and so on in order to show your "mind" or "knowledge" in my question, I just want to get a firsthand answer, maybe some of you have a direct answer without transfers to other sources, perhaps you know or even have your own experience. Thank you in advance for your understanding and your answer (if any).
Hurry up, please, the process of how to properly cut graphics for IOS and Android, for subsequent transfer to developers. Which tools are better to use: Photoshop, Illustrator, Sketch? What free plug-ins and actions can you recommend for Photoshop and Illustrator?
There are some examples on the net (for example - bit.but it only talks about iOS), but not many articles go into detail about the process.
If you had personal experience and knowledge in this matter, please hurry them here, I will be grateful to you for your help in this matter. The issue of the slicing process is relevant for both iOS and Android. In general, it will be super if your solution is for Photoshop or Illustrator (unfortunately, there is no sketch).

If you are a designer and you have been ordered to design an application, you have probably figured out what resolutions and devices you need to draw for before.
If the design is drawn more or less competently, the developers themselves adapt it to the technical subtleties.
Therefore, we give the source code in PSD, and the icons in SVG. Painted rast under Retina and "highly artistic" logos, of course, we give in x2.
SVG is made by illustrator. You just need to remember the size of the canvas.
