GPS tracking what is needed for development?

I study C#, C++. I think it is quite possible to make applications for gps tracking on these two (or on one)?
How to get data from GPS in general, I think there is some kind of protocol or API?
I just can't find the material I need, how and what. Please tell me where to start and in what direction to think, it is still necessary that the path be built on maps (But this is already working with API maps)
