GPS software for iOS or Android for navigation in Western Europe?

Question to dear all, what software is recommended to use for GPS navigation in Western Europe?
Due to the breakdown of the navigator on win mobile with iGO, and the presence of devices on iOS and Android, the question arose of which navigation program to choose for the trip (Germany, Benelux).
There are no special requirements. iGO (not available for Android, but as it turns out, available for iOS and $38 for the Western European version) works, but I wonder what alternatives there are.
Yes, SIM cards will be Russian, so online options such as navigation from Google or Yandex, which we all happily use at home, are no longer available. Only offline, only hardcore.

Take a closer look at sygic .
A very nice solution. Cards for it are paid. But there is a free weekly period with no limits.
From Amsterdam to Paris, through Cologne and Luxembourg drove with him, no complaints.

As offline maps I use MAPS.ME
But they will not work as a navigator, just look at the map and that's it. And usually Google navigator can be adapted for these purposes.

Navmii sells software packages + a map of one country for 4 euros in the form of programs on the AppStore, for example, here is France . For Android it's called Navfree. There is almost the entire Zap. Europe.

I moved around Germany with iGo - there were no problems.

MapWithMe is a good low cost system for IOs ($4.99) based on OpenStreetMap.
Maps can (and should) be loaded in advance.

You can try Spyglass. A solid application of a Belarusian developer, supports Google maps, apple maps, open street map and open cycle map. You need to download the necessary maps in advance, and then work with them offline. For 2 years of use, there were no complaints. The application is useful on the road and in the wilderness, there are many useful and interesting features.
